Launched by the European Commission in 1992, LIFE (The Financial Instrument for the Environment) is one of major components of the environmental policy of the European Union.
LIFE contributes to the implementation, to the development and to the intensification of the politics and the community environmental legislation as well as to the integration of the environmental preoccupations in the other European politics.
LIFE knew 3 complete phases:
- LIFE I: from 1992 till 1995
- LIFE II: from 1996 till 1999
- LIFE III: from 2000 till 2006
In autumn, 2009, 615 projects were subjected to the European Commission, only 210 were retained on the whole European Union.
In France, 12 projects were selected on 24 deposited files.
The beneficiaries of the projects LIFE are companies, local
authorities, O.N.G, research institutions and inter governmental
Among 12 selected projects: only 2 local regions benefited from the
financing of LIFE+: the Community of Haute-Provence and the General
Council of the Essonne.
The Life+ program is divided in 3 thematic sectors: "LIFE - Nature and biodiversity ", " LIFE - Environment and governance "and" LIFE - Information and Communication ".
The Community of Haute-Provence one is within the framework of LIFE environment.
What is LIFE environment?
specific objective of LIFE-Environment is to contribute to the
development of techniques and innovative methods in environment by the
co-financing of projects of demonstration.
The regulation LIFE defines five fields of intervention:
- Arrangement and development of the territory;
- Management of the water;
- Reduction of the environmental incidences of economic activities;
- Management of the waste;
- Reduction of the incidence of products on the environment thanks to an integrated politics of product.
